I am also against the few clearly abusing the scheme of the 600k+ users of the scheme, but should all users be punished because of the few who abuse it and then there’s the added cost of all the trackers and monitoring of all the scheme’s users and the storage of such data. When in many cases it’s not abuse and what you seem to be suggesting is that every non driving claimiant using the scheme, if they get a scheme car should have a tracker fitted and be monitored by 24/7 by an external third party, just incase the named drivers abuse the scheme.
If your brother was doing nothing wrong, as it appears, why would he need to be concerned? This is tax payers money remember and as such should be wholly accountable.
