One of the solutions would be to implement “Black boxes” in car as a default. Firstly, it will cause excessive speed and aggressive driving and provide a source of evidence in collisions.
What it could also do is remove the current fixed price road tax which is unfair to low mileage users. The black box could record the amount of miles travelled and so low mileage users – pay less, high mileage users pay more. It could flex to penalise travellers during peak time and credit drivers for more environmentally friendly driving.
