many car parks here are free for blue badges, but you have to be careful. many are not and charge a fair amount. it pays to read the board and be a philly lawyer.
ive had one for years and my wife had one too. even my son now has one although he doesnt drive or have a car, but if someone is driving him somewhere its handy.
