Wiring harnesses for basically most car manufacturers in europe are made in Ukraine.
They indeed shifted production partially, but not entirely. They, for obvious reasons, don’t want to be seen as “abandoning” Ukraine as a manufacturing location.
VW, to use your example, says they currently have around 40% of the required harnesses.
