I have had this issue and it turned out to be the pump nozzle. The car is fitted with an anti-misfuel device which prevents you putting the smaller unleaded fuel nozzle in. If the pump nozzle is bent or damaged it doesn’t release the flap.
If you have tried more than one pump it’s less likely to be that? But thought I’d mention it..
