In Watford, at least, there is definitely a reduced number of parking bays in and around the town centre often replaced with taxi bays and loading bays. As such, anyone with a Blue Badge is forced to park on the double-yellow lines, making driving through quite difficult as drivers do not park in a considerate manner.
