I doubt a council would give permission, that lets liability fall on them, but their permission is not required. As I understand it they can’t legally prevent anyone doing it either as long as there’s not a trip hazard. Your ramps in the gutter are highway obstruction, a cable isn’t.
But getting back to the OP, I don’t think anyone here would encourage James to do what he proposes, but he may see it as his only option.
