I don’t like the idea either. To me it’s not so much a shock risk as a potential tripping hazard. There may be places with very low footfall where it might be ok, but until someone brings a test case, it appears to be legal. There is a local authority area (forget where) where channels have been let into the pavement and cables laid in the channel.
