In reality who knows, I think the incentive’s will gradually phase out, perhaps starting around the middle of the decade, and I suspect the grants will disappear within 2 years, and perhaps exemption from congestion charge around the same time with taxes being introduced, perhaps from 2025 as numbers increase. A guess.
