You are better off appealing before you pay, if they are just like normal PCNs you won’t have to pay anything from the date of appeal until you get your appeal reply back.
Hopefully you can be one of the lucky ones who gets through with the appeal but from speaking to the person I’m talking about it seems like there is not even a 1% chance but you could be that 1%.
Have as much proof as you can when appealing.
