It’s been possible for years to find a private charger that can be used for a fee by using Plugshare, the thing about this new service is the way it can be booked & paid for.
The pitfalls are that for those of us who use an Agile tariff for our electricity, we can’t calculate a flat rate for the charge, so we’d have to assume the worst case capped price per kWh which is 35p + VAT, which would make us as expensive as using a rapid charger. If the app gets developed to be able to take into account the local Agile cost at that time however, it could work.
Then there are the known problems with some of the currently installed type 2, 7.4kW chargers such as the Rolec which is unreliable & dangerous as it is, and the old Chargemaster units with the 5v rated capacitors on the 12v circuit. If these are fitted under the OLEV scheme then are they even covered under the maintenance contract for other people using the charger?
For a small to medium sized company with chargers fitted in its car park however, it could make a business case for renting out those chargers overnight to people with EVs who live nearby.
