That’s the thing, no one thinks of the people at the lower end who cannot afford to buy a new car. Same thing happened with the scrappage scheme. Instead of passing on a less polluting car to someone with a £300 banger, they just scrapped them. Thus leaving no middle ground for the bottom rung to get a less polluting car, so they just keep using their old bangers.
