It could get a bit messy charging tolls for motorway I think the government would come to an agreement with the company that owns the road to pay them a fixed amount per year. Otherwise the length of the motorway would need to be deducted from any journey including the toll road otherwise you would get charged twice.
We don’t have tolls up here so not sure how many there are elsewhere in the UK.
