They can do it, but it’s not really the norm so sometimes it feels a bit awkward. That said, nobody’s saying they can’t. My Peugeot dealer actually changed mine without me even asking, and it was nearly £2k. When I asked a Hyundai dealer about it, he just said, no problem. I’ve got a feeling Motability will be making some big changes soon. One of them will probably be that the advance payment you agree to when you order is the price you stick with whether it goes up or down afterwards.
