They will have to keep some ICE or Hybrid on the scheme. Not everyone has a driveway or the ability to even park outside their own home….
And no one has a petrol/diesel pump outside there house either,

Mind, living on our farm with our own petrol, DERV and rebateable diesel tanks helps!
I simply pay the farm account for my DERV diesel, plus have some in bunkerage along with the farm reserve.
