Yes, I told him to put it to the left of the window, he even showed me to make sure!. My fault for not going outside and double checking!. I suppose the easiest thing would be to fit a metal ring into the wall and a chain around the cable or plug body. I’m probably overthinking the protection from weather but we do get some strong winds and horizontal rain coming at us from the flat farmers fields to the right side of the house. I can always find a plastic container to stick over the charger

An ideal solution would be a box with securing lugs on the inside but no back plate on the box so you could essentially fix it over the top with the charger in situ.
