I think they play the odds. A certain percentage don’t appeal. Others appeal but give up. Some people may die.
Even if they have to pay you eventually, there’s no interest paid on what you should have had so there’s no additional cost to them. They knew most people can’t survive a long period with no money so the odds are highly stacked in their favour.
The whole system is rotten in my opinion.
