.. to be clear, again. Your argument is that Kezo, by saying “PIP is the benefit that shouldn’t be means tested” means that he also thinks that WMPS etc should be means tested. That’s the strawman. He never said that, and that isn’t what emphasis on “the” means.
I now could go into even more detail about determiners and qualifiers, but i think i gave enough pointers for you to read up on the topic yourself, without requiring the help of a non-native english speaker.
