As struth pointed out the main different I know of between England and Scotland is the 3 hour rule where you can only park for 3 hours on double yellow lines in England ( think its the same rule for Wales) while in Scotland there is no time limit. There is no time limit or payment for on street parking meters unless signage says otherwise in England.
I’m sure there are other things but the booklet I have here is for 2015 (newer one in the car somewhere) is titled “The Blue Badge scheme: rights and responsibilities in England”.
Some of it is about restrictions in London but noted while there’s a section about “Travelling abroad” there is no mention of Scotland yet as we know different rules apply.?
Worth noting being the 2015 edition its a EU version.
