I think, to a great extent, privacy is a thing of the past. Smart phones reveal where you are at all times and the number of cameras, especially in towns and cities, make it very difficult to go undetected.
I do believe any charges should be based on the miles you travel, the more miles you do the more you pay. I think this is by far the most fair way to do it.
