I changed careers every decade or so. One of the jobs a gained was Estate Manager with a local council.
First thing I asked was, where are the guidelines and procedures for the job?
A. There is none, you just have to ask your colleagues. ….ah riiiigghht.
I completed a problematic multi agency task and my line manager pulled me up for it.
I told her that was what was advised.

I said am not at liberty to divulge who gave me the information, but if you have a rulebook, I would be happy follow the recomendations in that.
Local Authority, they make it up as they go along.
Just little tinpot dictators.
I had another career and applied for a programmers job, but the money was rubbish, I said the money has to go up to consider the position. They said we only pay the going rate. Which translates to what THEY think the going rate is!!
That came back to bite the same Local Authority when my agency phoned and asked if i wanted to go on the local authority contract to fix the mess they had created. I said fine but my daily rate is such and such they said its a local authority and dont have the budget.
Cool I said, but years ago they said they only pay the going rate, and what i am asking is the going rate.
They did not like that very much.
