If they used a fraction of that money to pay off the company that owns the M6 toll motorway (Birmingham bypass) in order to return it to free use, they would alleviate the traffic chaos around the Birmingham conurbation at a stroke of the pen. No road building, no time taken to get a solution, just common sense!
It takes road users to sort out roads, not theoretical government departments.
